About the Handbook

The handbook of the Maryland Municipal Clerks Association was first produced in 1985, through a joint effort of members of the Maryland Municipal Clerks Association and the Institute for Governmental Service (IGS) of the University of Maryland. The handbook was updated in 1997 and is the result of the effort of many municipal clerks who had the foresight to anticipate the needs of Maryland Municipal Clerks and to provide guidelines on many topics.

Great news! The handbook is currently being updated by an Ad-Hoc Committee of dedicated Maryland Municipal Clerk’s. The updated handbook will be posted here as soon as it is completed, reviewed, and approved by the full membership.
